Despite the global overproduction of food, millions of people suffer from hunger and die of starvation each year. The problem is most severe in the underdeveloped and developing countries of the United States. Politicians, scientists and human aid organizations have been trying to work out a concrete solution to the problem of starvation for years. However, it appears that aid concerts, charity donations and political disputes are not sufficient because the needs of poor and starving people are not well-defined or the measures taken are not adequate. It may seem that the question of global starvation is not a difficult one to resolve judging by the ample amount of food produced by developed and wealthy countries. Yet, the issue of satisfying hunger in the Third World is hindered by many obstacles most of which are political and financial.
As the population of the planet increases and the poverty becomes more acute in the poor regions, the question of food availability turns into a matter of major concern. It is common knowledge that global food resources are sufficient to feed every person in need. There are suggestions for increasing global food production, but to specialists these suggestions make little or no sense at all. The core of the problem lies in food distribution and financial constraints. Many people are simply too poor to buy readily available food. At this point, the problems of humiliating starvation and abject poverty overlap and the conclusion that emerges is that there is no other way to end starvation than by abolishing global poverty.

The problems that prompted the people to strive for change included starvation, economic trouble and weak leadership. The people tried to accomplish change through storming in the Bastille, National Assembly and the women’s march on Versaille. At present, 22 countries have enshrined the right to food in their constitution, either for all citizens or specifically for children. The International Covenant on Economic, Social and Cultural Rights recognizes the "right to an adequate standard of living, including adequate food", as well as the "fundamental right to be free from hunger". The relationship between the two concepts is not straightforward. For example, "freedom from hunger" (which General Comment 12 designates as more pressing and immediate) could be measured by the number of people suffering from malnutrition and at the extreme, dying of starvation. The "right to adequate food" is a much higher standard, including not only absence of malnutrition, but to the full range of qualities associated with food, including safety, variety and dignity, in short all those elements needed to enable an active and healthy life. First, we demonstrate how to detect impending congestion in the NoC by monitoring injection starvation, or the inability to inject new packets. Second, we show that simply throttling all applications when congestion occurs is not enough: since different applications respond differently to congestion and increases/decreases in network throughput, the network must be application-aware. We thus define an application-level metric called Instructions-per-Flit which distinguishes between applications that should be throttled and those that should be given network access to maximize system performance.
