The regulation: The Cable Televison Technical and operational requirements. I decided to look at this regulation because I’m an active cable tv subscriber. Also, this proposal interest me because it would help me with my educational work studies in which internet acces is always utilized. Changing analog transmisions to digital transmisions enhances my safety as well as the public safety. For example,When travelling on an airplane, aeronautical navigation and communication can be interupted because of the signal leakage which might interfere with aircraft communication leading to poor safety rescue efforts.
2.Describe the proposal/change in your own words.(10 points)

The proposal proposes to update cable television technical and operational requirements: The commission will consider a NPRM that seeks to modernize our cable television rules to facilitate the cable industries widespread transition from the analog to digital transmission systems.
3. Write a comment which you would submit to the administrative agency regarding this proposed regulation. (For example, are you in favor of the proposed regulation or against it? Why?) If the deadline for comments has already passed, write the comment you would have submitted had there been time. Also, explain briefly what you wish to accomplish with your comment. (10 points)

Answer:
I’m submitting my comments in favor of the cable television technical and operational requirements proposal. I have an interest regarding this proposal because I’m concerned about my safety when I travel. I’m against harmful interference, also, as a cable subscriber, I expect reliable cable signal, broadband speed and capacity, I need gigabyte not megabyte internet speed. What I wish to accomplish with my comments is to help to proposal with there goals to help modernized and modified cable systems and signal leakage performance.

a. To let me voice be heard as a customer and later in the promulgation process, I would be leaglly entitle to follow up and request public records such as, agency rules, opinions. Orders, records and proceedings.

1- Technical Infrastructures: The cable television systems are operating NTSC or Similar and QAM of similar. 2- Proof of the performance Test: Which Television companies’ system will comply with the standards.
3- The cost of the rule changes proposed regulation.
4- Signal leakage detection: NPRM adopt the should adopt the lower threshold for digital system because they should provide over-the air user of the spectrum with an equivalent level of protection.
5- Having any malfunction or difficulties on the system, Cable companies will loose the market because consumer will choose the Satellite/Dish companies.

Best Challenge: The cost of the rule changes proposed regulation is my best challenge. The act contains 1076 American Cable TV operators and there are serving their service fewer than 677.000 subscribers also the total revenue is $250.000.000. I think after enacted this act most of operators will loose their market. Because, today most of them are serving the limited digital broadcasting and more than 80% of consumer subscribed this service. Expected to increase rate is only 4%. For this reason, existing companies will transfer the new all-digital system and improve the service quality but small operators will meet financial problems in the future.…...
